A proposal to rezone property at 1112 Tracy Avenue that would have potentially allowed the construction of a new community living facility for individuals experiencing homelessness in Excelsior Springs was quietly rejected by the City Council on Monday, May 20, 2024.

The Garland Avenue Bridge, a historic landmark in downtown Excelsior Springs, known to many locals simply as “the bridge by the Elms Hotel,” was abruptly closed Monday morning, May 13th, 2024, after Public Works officials discovered a significant safety hazard.

Several proclamations and tax abatement hearings started off the meeting followed by policy changes and vehicle purchases.

Attendees spilled out the door of the Council Chambers at the Hall of Waters and into the hallway as the Excelsior Springs Planning and Zoning Commission rejected a rezoning proposal for a vacant lot at 1112 Tracy Avenue, which would have allowed Eden Village to move forward with their plan to transform the vacant lot into a housing development for the chronically homeless.
