Full Election Results for Clay and Ray Counties; Goode and Harkins Re-Elected to School Board, Tax Levy Fails

Excelsior Springs, Mo. (April 9, 2025) In Tuesday’s municipal election, voters re-elected Kalyn Goode and Tray Harkins to the Excelsior Springs School Board while delivering a decisive “no” to a proposed tax levy increase. The outcome leaves the district facing tough budgetary decisions in the months ahead.

According to official results reported by both Ray and Clay counties, Goode received 1,394 votes, while Harkins earned 1,192. Challenger Anna Sue Spohn received 962 votes. Write-in candidates accounted for 56 total votes.

The proposed levy, which district officials hoped would bring additional revenue to support staff salaries and programming, failed by a wide margin. Across both counties, 685 voters supported the increase while 1,404 opposed it.

In the Excelsior Springs City Council race, Mark Spohn ran unopposed and secured another term with 955 votes, including 931 from Clay County and 24 from Ray County.

School Board member Kalyn Goode, who was the top vote-getter, expressed appreciation following the results:

“I would like to thank everyone for getting out and voting for me. I could not have done it without you. I am excited to serve the Excelsior Springs School District for another three years and make all of you proud. This job is all about doing what’s best for kids, and I promise they will always be at the forefront of every decision I make for the district. I appreciate you! Go Tigers!”

Tray Harkins also thanked supporters and addressed the levy failure:

I would like to start by expressing my genuine appreciation to all of you for your ongoing support and faith in my ability to serve on the board of education for the next three years. This responsibility is one I hold in high esteem. Although the levy was unsuccessful, we will continue to prioritize the well-being of our staff and investigate potential avenues for cost savings. Your voices have been heard. Thank you again for your steadfast support and for participating in the democratic process to benefit our children.

Anna Sue Spohn shared a message with the community via her Facebook account, stating:

“I extend my heartfelt gratitude to each one of you for your unwavering support and belief in my campaign centered on Transparency and Accountability for our students and stakeholders. Your encouragement and prayers have been a pillar of strength throughout this journey.

The revelation of the ESSD40 scorecard to our community and the resources made available for further research have proven to be instrumental steps forward. It is disheartening to witness the level at which our students are performing, a fact previously unbeknownst to many in ES. As we have successfully addressed the infrastructure of our buildings, let us now shift our focus towards nurturing the infrastructure of our students’ learning and preparing them for adulthood.

I take this moment to congratulate Tray Harkins and Kalyn Goode on their successful election. Your combined experience of 21 years holds immense promise for the betterment of our students and their future. May this victory instill renewed vigor and determination as you embark on this crucial journey for the next 3 years.

Together, let us forge ahead with determination and dedication, guided by the shared goal of uplifting our community and empowering our students.”

Clay County reported a 12.19% voter turnout, while turnout in Ray County was reported at 10.7%. Withing Excelsior Springs the Washington 1 & 2 and Fishing River 2 precincts (Westside) reported around 18% turnout while Fishing River 1 Precinct (Downtown) reported an approximate 7.5% turnout.
