A slow-moving vehicle incident that startled families volunteering at a holiday light display last December has now resulted in a criminal charge. Luke Bryson Travis, an assistant principal in the Excelsior Springs School District, was charged with DWI after blood test results, delayed more than seven months due to state lab backlog, confirmed his blood alcohol level was more than twice the legal limit.
